Under the Regulatory Reform (Fire Safety) Order 2005, certain individuals are legally responsible for fire safety in any business or nondomestic premises. You are considered a ‘responsible person’ if you are:
An employer

  • An employer
  • The owner
  • The landlord
  • An occupier

Anyone with control of the premises, such as a facilities manager, building manager, managing agent, or risk assessor
As the responsible person, you must carry out and regularly review a fire risk assessment for the premises. This assessment identifies the measures needed to prevent fire and protect people from harm.
If your business has five or more employees, you are legally required to keep a written record of your fire risk assessment.
The Fire Safety Order also applies to premises with paying guests, such as bed and breakfasts, guesthouses, and selfcatering holiday lets.
